Clarifying Important Point from the Clerk Debate concerning Permanent Trailer Registration

After my first Clerk debate, I wanted to take a moment to clarify an important topic where my opponent disagreed with me. I believe the public deserves clear, factual information, especially when it concerns laws and services that directly affect everyday citizens in Montezuma County.
Permanent Trailer Registration DID Pass in Colorado
During the debate, I applauded Representative Larry Don Suckla for supporting legislation creating permanent trailer registration in Colorado. My opponent stated that the bill had not passed.
That information is incorrect.
Colorado House Bill 25-1121 WAS signed into law on June 3, 2025. The law takes effect July 1, 2027, and applies to registrations made on or after January 1, 2028.
What the New Law Does
HB25-1121 creates a permanent registration option for eligible Class B and Class D personal property trailers. Instead of renewing every year, trailer owners will be able to register qualifying trailers one time for the duration of ownership.
Key Details of the Law
Applies to eligible Class B and D trailers
Requires a one-time payment covering:
10 years of specific ownership tax
an additional $24.50 registration fee
Provides a permanent license plate without annual validation stickers
Owners must notify the Department of Revenue if the trailer is sold or transferred
Failure to notify the Department may result in suspension of the permanent registration privilege for three years
Why This Matters
This law is intended to reduce administrative burdens for trailer owners and simplify the registration process. It also helps Colorado remain competitive with neighboring states that already offer similar options.
As County Clerk, it is important to me that citizens receive accurate information about laws that affect them and the services provided through the Clerk’s office.
